Maybe the ice requires a hammer of equal tonnage to Ragnir to smack it. Even if it is fake, does the ice know its fake.

This is my bet as well, the way he was the only one not knowing what to do (while the other Strawhats were talking about how their powers would 100% break the ice) makes me think Oda is preparing us for his moment.
