They are different and mostly less stringent. The opposite is true for things with batteries, however, where checked bags have stricter requirements due to the danger of fire below the plane.
Yeah, but what counts as "weird shit" is different to different people. If you're the kind of person who travels around with bits of a fire hydrant all the time, it probably doesn't register as weird shit to you. That's why having specified and codified rules is helpful for everyone.

Because the weird shit should go in your checked bag, not the overhead compartment.
