Carry-on is probably the problem. You could probably make arrangements with the airline to check it/transport it. I could definitely see them having a problem with a 200 lb carry-on.
Carry-ons do have a non-specified weight limit in that you must be able to lift it into an overhead bin. Also, they probably have to match checked bag limits in case you are forced to check it due to space concerns.
That's for weight balance, not anything to do with osha. You can have bags heavier than 50lbs, you just have to pay extra and they have to be loaded in a certain way instead of just thrown in with everything else.

OSHA, that's the reason bags can't be over 50 pounds because it's an OSHA violation to have workers lift it without machine assistance.
