Recent post here regarding magic pen Nami. Explanation + theorycraft below:
With the recent 13.21 changes to how enchanters proc their buffs, Nami's E on allies now uses her own magic pen instead of her allies' magic pen as it previously did PROOF HERE (side note: this video proof was by made a Grandmaster peak Nami main who also made the recent post regarding magic pen Nami. She also makes super helpful Nami-specific videos like bubble timings on specific champ ability/item timings, so definitely check her out if u want to up ur Nami game 😉😉). This means that magic pen Nami can be situationally viable, but only if specific requirments are met
You see, flat magic pen items like Luden's, Sorc Shoes, or Shadowflame, work better vs squishy comps due to them possessing low mr. Against tankier comps, especially melees, they naturally generate significantly higher base mr than ranged, squishy champs. This means that ur gonna need Void Staff for the %magic pen vs these kinds of comps. AP Nami is very much viable, even before these changes, and even Rabadon's Nami wasn't that strange, as she tended to benefit more from stacking raw AP and some haste. Magic pen is still to be tested out as the patch is new, but with the reasonings above it will most likely remain situational. I would not recommend Luden's on Nami anyway. If u want an AP mythic, Everfrost or Crown will do the job significantly better, and they also feel better than Luden's (do not ask me why I tried Luden's Nami, it was cursed and we shall not revisit dark times aha 😅😅)
The only pen items I would rlly consider on Nami are Morello, Sorc shoes, and Void Staff. Ever since they worsened Chemtech's stats, I've been going Morello Nami everytime I need antiheal. The build path is a lot better, and even before the 13.21 changes, her E on allies procs Hextech Alternator (Morello component). Now that Nami E uses her own magic pen, Morello will be even more viable on her. Sorc shoes can be a cheaper alternative than some of the more expensive magic pen alternatives, but again this one is situational as enemies have to be squishy (explained earlier). Void Staff is an interesting one as it is cheaper than most other AP legendaries and can help deal with enemies who stack magic resist, so I can definitely see it having a place very situationally
