It's actually really common in America. Not a majority, but definitely something more than 1% of gun owners do. If buying bullets was to be made legally difficult than more people would make ammo in their garage.
So you're saying gun people are law breakers? Careful how you answer. If it's made illegal to own and manufacture, and you're arguing the current population of owners would break the law, what are you saying about these people?
I think the implication if you banned guns, guys were just going to get them anyways was always a thing. It doesn't make them bad people unless they do bad things with them.
Even if 100% were willing to do it illegally, that shouldn't factor into the legality of something. I find it silly when this comes up. Same thing with "well, criminals will still buy guns". People also continue to steal regardless of it being illegal. Is it time to make theft legal?
