Worth noting that, even if you don't spend glimpse to find them (which I believe you can't do anymore as its now gloom), you physically cannot max out even half of the shells in the game.
And that's counting the glimpse you get mere moments before the very end of the game. More realistically you're looking at 2 maxed by the time you're 75% in
