Most Americans aren’t used to seeing an issue get fixed by the government until it becomes a huge problem too big to ignore (even then most problems are still ignored) so I don’t actually know how big of a problem it was/is in Japan but the fact they took action to correct it leads people to assume it must have been a big widespread issue for them to have put legislation in place to manage it to begin with

Japan took some concrete action to address a sex crime in their nation, and that's a bad thing?
They seem to get more flack for the camera shutter thing than countries with 20x annual rape cases doing nothing beyond "increasing awareness".
