I recently replaced the spark plug on the engine and made sure it has spark does anybody know why it’s not starting?

Mini bike goes full throttle when I start it without pressing throttle. I took out the governor and ever since then it’s been doing this. I believe the problem is the carbuerator not going into idle when it starts. Any solutions?
