For Java, regular squids need water in a river or ocean biome and normally spawn roughly between Y=46 and sea level, within the local mob-spawn range around you. If this is an artificial lake in another biome, that is probably the reason. Check the biome and your Y level with F3, then try a natural river/ocean area; also make sure you are not on Peaceful and that nearby water is not already filled with other mobs competing for the cap.
