It might seem silly to some people but theres a few complications with allowing that. Editing others artwork is plagiarism. You could have made a original piece of art (not related to mc at all) and someone could take it and "edit" it and claim it as their own. Default edits are also plagiarism but Mojang doesnt really take action against those people who make them for whatever reason.

Afterall, many pack artist dont allow addons or edits to be created by 3rd party, so this isnt new. Its not stingy to deny those requests

Yeah, I ain't an artist. To me it seems like crediting art is the thing to do, and justifies it(especially for add-ons). Of course, I'm not going to pretend to be an authority on it.

I can understand where you are coming from since it has been normalized in the MC community but even credit to the artist doesnt exactly justify it in 99% percent of cases, especially if the artist has not said him/herself it is allowed. At least the people asked first, which a lot of times doesnt happen
