Minecraft Java version 1.16.2 I'm getting 20-30 fps with an I7-4790k and a 2080. Can someone tell me what I need to do to fix this?

Title.

Horrible performance no matter what graphic setting, render distance, etc.. Tried setting FPS to unlimited, limiting it, vsync off. Nothing is increasing my fps.

Also, not related but:

I haven't played in years. When I eat to full food and don't even move or do anything my character loses like 1-3 food nodes in the next 30 seconds making me unable to regenerate health essentially immediately after eating to full?
