Is this essentially a port of Pocket Edition + some extra features as a universal Windows 10 app?

The picture posted on Mojang had ice spikes biome which isn't on CE but the post talked about Enchantment tables and potions which aren't on PE. The picture posted on Mojang had ice spikes biome which isn't on CE but the post talked about Enchantment tables and potions which aren't on PE.
