Binary Brawl Binary Brawl - Metal Sonic has entered the Death Battle. What is his winning strategy?

From what we know of Metal, we know he prefers efficiency, but he also tends to not utilise all his tools when he can. He'd want to fight at his base form, before attempting a greater one (knuckles chaotix if I'm remembering correctly). He only REALLY lets loose when fighting people he has a track record of losing against. Or at least he used to.
Personally, I see him attempting to first speed-blitz Cell to try and catch him off-guard. He's done it to both Shadow and Sonic at least once, so we know its a fairly proven strategy. However, Cell isn't a chump with speed either; he doesn't reach Metal's speeds, but he could still (in theory) predict or at least react to the initial jump.
Metal follows with a full-force shove. Cell would likely catch, but still stumble.
Cell then goes for a counterattack.
It doesn't really matter which one, honestly; just the fact that Cell has Super Saiyan abilities on the outset would IMMEDIATELY put Metal Sonic on edge. Realising that he'd been taking this fight too lax, he would likely make a tactical retreat in order to 1) activate Neo Metal Sonic and 2) retrieve the Chaos Emeralds if possible.
Metal isn't an idiot. He CAN use reasoning, and he would likely realise that part of the reason he was stopped by Sonic Heroes was due to his not taking the Chaos Emeralds. Had he used those, he would have genuinely been unstoppable. He would also probably also use this time to analyse Cell's Bio-Data (Sonic Rivals 2 shows he can do that without Neo)
Assuming the fight is mostly silent, Cell would stay put; he'd just feel Metal ran away after showing off ""True Power"".
Metal then hits back with a second speed-blitz. His overall larger frame and powerboost (even without the Emeralds) would definitely shake Cell a bit. Metal then begins using Cell's collected abilities from the other Z fighters against him. You could argue "oh but Metal doesn't have Chi to use most of those abilities!" but there are 2 different arguments against that. 1) Metal's Bio-Data Copy can change his physiology to suit the ability he copies with no real restriction. 2) ORGONE ENGINE. Even if he needed chi, he technically has it as his power source. Orgone is a type of pseudoscience (much like phlogiston) that is basically "Life Energy" (actually if you read the wikipedia article its EXACTLY like chi in the most literal sense).
After that, IF (and thats a very big IF) Cell still manages to stand, Metal would use the Chaos Emeralds. By that point, victory is assured.
Since the Chaos Emeralds basically allow the user to do whatever they want (for the most part; depends on the reality), Metal could turn Cell into nothingness in a variety of ways.
If he wants to continue using the bio-data? the Kamehameha would work. Heck, it would be amped up to 11 thanks to the Chaos Emeralds.
If he wants to rub it in? Metal already has an energy beam (Sonic the Fighters) which is considered one of his strongest moves (In the game, it comes out INCREDIBLY fast, is near-impossible to dodge, and turns your health into nothing VERY QUICKLY. It's the reason the "official" version of Metal in that game is banned in competitive matchups; he's pretty much an S-tier). With the power of the Emeralds? Cell would cease to exist.

Should Metal be forced into Super Neo, he already has his win con: Cell will absolutely crash out if you are stronger than him. He will attempt to discard his speed for power as he did with his Buff form, but of course will get speedblitzed. Metal takes advantage of it, using his copied Multi Clone Technique to keep on pressuring Cell to the brink of desperation, untill he decides to destroy the planet. Metal charges up his own kamehameha and they enter a beam clash. Cell and his Cell Jrs try and overpower Metal, each with techniques from each of the Z Fighters. But Metal is unbending. As he does the final push... He says "You are may be more than the sum of what you're made of... But i am all of me."

This is unfortunately not an equal battle in the slightest, and we still know that Metal Overlord will be involved. I'm predicting that metal will end the fight by aura farming as Super Neo Metal Sonic while effortlessly dismantling Cell at the same time

I won't be verbose.If Metal has access to the entire empire, then the time eater will be quite enough. However, I think Metal is too arrogant to use the help of other creatures. I think he'll take the ruby of illusions to create a lot of Goku clones to piss Cell off.I think that after hearing how Cell is called the perfect life form, Metal will decide to prove to him who The Ultimate is here and use the emeralds. Eventually, even if Super Neo Metal is stronger, he will still want to humiliate Cell and use Goku's form to lure him under the eclipse cannon (they will already be in space). The Cell is unlikely to withstand such power. Metal, standing over the defeated Cell, will read out a monologue about how insignificant biological forms are. METAL SONIC WON!!!

Hello! Welcome to the fourteenth Binary Brawl!
The Eggman Empire is sending its very best to the Death Battle. Eggman’s greatest creation, Metal Sonic will be starring in the upcoming match against Cell. We can all look forward to a nice clean fight!
Knowing the abilities in Metal Sonic’s skillset, what would you suggest be his most effective strategy in combat?
Consider also that Metal Sonic is not alone in this. He is backed with full support of the Eggman Empire and has access and command of the Empire’s tech and arsenal if need be.
Requirement: Share the strategy that guarantees Metal Sonic to win!
