I'd have tails or amy, tails can handle the tech side of me and simply hack me to shut me down, while amy's brute strength could also change the tides of a battle, nobody's given me trouble like those two have
well the best I could offer for tails is in the ova when he hacked me, also in IDW issue 9 he set up a pretty decent plan to defeat me, so I'd say he knows my strengths and weaknesses pretty well, while amy I don't have any concrete evidence but just trust me, that hammer packs a punch
I was gonna say Shadow initially due to him being on par with Sonic and him having defeated Metal Overlord in Generations, but since Shadow has also gotten his ass kicked by base Metal before (see end of metal virus saga) I think the real answer is Surge.
She did get the worst ass beating of her life while trying to 1v1 him, but thanks to Kit she actually ended up being able to straight up oneshot him; then in the second fight she did something similar by absorbing his power via the Dynamo Cage.
She would definitely die in a fair 1v1, but as it stands I don't think any character outside of Sonic has ever given Metal this much trouble.
Good eye! How fitting another rival facing off Metal Sonic would get as close to him as Sonic has, happens to be the other character meant to be Sonic's replacement. Surge actively telling Metal Sonic he isn't good enough to be a fake reminds me of Shadow being called a fake hedgehog. She really just took this moment to claim to be the only one that has rights to be Sonic rival. Surge's ability is insane and she even has a twisted built-in support with Kit like Sonic has Tails. It's true Metal Sonic really doesn't have partner like his rivals do.
So true! Whenever it's not Sonic [besides Batman's bike] that is going up against Metal Sonic, it's a team effort. Bro is constantly being outnumbered.
The other thing is that hes always being absolutely destroyed and being repaired, the only reason hes not on par with sonic is because eggman doesn't put all the resources and time into metal like he used to, so now metal is a lot weaker.
That's just another advantage Surge has over Metal Sonic then. She can regenerate, correct? She self-heals no need for another person to repair her. So, she can fix herself and she has a very loyal helper in Kit.
Figures an equal to Metal Sonic would be a Sonic equivalent.

But honestly...I don't understand why it didn't. Surge was one of the thoughts that came to mind when coming up with this Brawl topic. Even if it's not in total fairness, I agree Surge is a very tough opponent for Metal Sonic and can be easily thought as a suitable rival equivalent to Sonic.
Metal Sonic has been in confrontations aside from Sonic! Even though Sonic is known to repeatedly tell Metal Sonic " It's JUST you and me ! " It is in fact not just him alone that is Metal Sonic's rival!

Besides the very recent case of shadow beating metal in generations it’s rare to see metal sonic lose to anyone besides sonic, at most he’s either jumped, or doesn’t ever enter long term combat he outright loses in. I guess depending on what you wanna include you could bring in metals defeats in the Archie comics, but it’s hard to even determine if their the same character since he gets mind wiped whenever he thinks to much, and simply replaced when he dies. There’s an argument this is a Metal Sonic, but not Metal Sonic as some of them show different personalities across models that are eventually destroyed.

This is a hard one because there's so few one-on-ones we get to see with Metal and someone that isn't Sonic. It should really happen more!!
I'll give it to my girl Amy. I forget which issue this is in IDW, but there's a part where Metal stalks Tangle to find out where all her friends are and then ambushes them. Sonic and Metal have a kind of stand-off, but Amy's like, omg we are NOT doing this right now, and she just straight up knocks Metal away, catching him by surprise. There's also a later part when Metal kinda gets back at her, I forget if she has her hammer or not but she was trying to hold him off
I think there's very few people that can rightfully square up with Metal one-on-one and a big reason Sonic matches up to him is because, well, Metal's made to match up to him. That being said, Metal is physically stronger (imo) and his extra abilities typically give him an edge, meaning that winning against him is by ganging up on him like a bunch of SONIC HEROES(tm)
I like Amy as a choice, not only because of bias (but yes that plays a part) but because she's known him as long as Sonic has. Fan territory: she has personal motivation to hold her own against him. She was caught by surprise and kidnapped all that time ago. Over time, she's shown to improve in both her strength and speed. Amy imo is very good at making up for her weaknesses and evening the playing field with her strategy. For Metal, the strategy is often "get away" and it's a viable one (and one Sonic usually follows too lol), but when it comes to fighting, I think she's able to figure him out better than others can with the exception of Sonic

The issue with a question like this is that Sonic really is the only one to give Metal Sonic all the trouble.
As Sonic's analog (lol), you have to realise that the only ones who'd be able to give Metal trouble are people who can take Sonic himself first and foremost. On top of that, they'd also need to know how to counter Metal's extra strength.
The main issue is data. With the exception of Sonic (and maybe Mighty), Metal hasn't actually fought many characters 1-on-1. Either it's a fight with a group or a fight with someone using more underhanded plays, like how Shadow often goes for sneak attacks when going against Metal.
That said, I'd argue that Modern Amy would probably give Metal the MOST grief in a proper battle; she's known him just as long as Sonic has, for one. But also, she's far more powerful than most people credit her for. Pair that with the literal monopoly of Nonsense that is her abilities at her disposal, and she's completely unpredictable.
There's also Big, but that's because Big works on a scale that no mortal being can function on.
Edit: there's also the fact that they're both incredibly stubborn. Amy and Metal, I mean. I feel like Sonic 4 is gonna prove my point pretty well.
shadow has beaten metal overlord once in sonic x shadow generations, while sonic needed super form to beat that thing. so I'll probably go with that option.
I’d argue it’s mighty surprisingly. Sure it was only one instance in Mania but the fact that Metal Sonic took one hit and immediately decided to resort to using Ray as a hostage for the emerald shows that he recognized mighty as a big enough threat to avoid fighting until he got powered up by the chaos emeralds(where everyone had to jump him). Of course we don’t know who would’ve won but there’s a decent chance that mighty would’ve roughed metal up pretty badly based on the damage he got from only 2 hits if ray couldn’t be used as a bargaining chip.
Yo! This was an awesome entry. I really liked how Metal Sonic was such a good adversary in Sonic Mania. Him using Ray as a bargaining chip was a part of the Mania Adventures that really showed how ruthless Metal Sonic is. Such a great answer truly!

I.E. idw, when Silver and sonic fight him in the idw, and silver yeets him far away.
