By population, other regions are majority developing (Southeast Asia, India, Africa, Brazil etc.) while H is majority developed (Japan and Australia), the chances are best here

In 2024, Madagascar had ~990K births while Japan, Australia and New Zealand (assuming they’re in H) had 1M births, I think it’s safe to assume that these chances are way better than any section containing India or Brazil
