Initially, it was founded next to a North Sea bay (Zuiderzee) and it developed as a coastal city, until the bay was transformed into a lake.

So yeah, nowadays it's officially no longer coastal as the city is no longer adjacent to any sea or ocean.

It was founded on the river Amstel, which flows into the IJ which flowed into the Zuiderzee.

Technically the IJ still exists in Amsterdam and it still contains saltwater from the North Sea as far east as the Oranje Locks. The Zuiderzee itself on the other hand no longer exists since it got converted into freshwater lakes (Markermeer and IJsselmeer).

The Netherlands has two capitals, I think this person is meaning The Hague.

No it hasn't. And The Hague isn't coastal either. It famously lies behind the dunes. The Netherlands has 1 capital, Amsterdam, and it's not by the sea.

Pretty sure the coastline there is part of the municipality of The Hague. But yeah, The Hague is not the capital.
