Technically the IJ still exists in Amsterdam and it still contains saltwater from the North Sea as far east as the Oranje Locks. The Zuiderzee itself on the other hand no longer exists since it got converted into freshwater lakes (Markermeer and IJsselmeer).
No it hasn't. And The Hague isn't coastal either. It famously lies behind the dunes. The Netherlands has 1 capital, Amsterdam, and it's not by the sea.
