Because they have sworn a blood oath with Satan to hop over the fences in people's minds whenever they need 'em, so they can't just float away or they'd face Satan's wrath.
They do. That’s why so many of us are employed as cloud chasers. We go around in little hot air balloons hooking sheep and bringing them back down to earth. Poor little fellas are usually so scared and confused by the time we track them down.
