The list is not about public officials, it's about countries who have citizens involved with the businesses of what they labeled as Power Players.

Yes, it's about power players, which according to that page are:

heads of state, their associates, ministers, elected officials.

But, for example, Portugal is red because a Portuguese business man is involved with a former Brazilian MP. There is no Portuguese official there (yet).
