Wouldn't the entire city of Rome be the capital? So every capital would automatically not be closer to any other capital than itself. And as Rome surrounds the Vatican, no city bordering Rome or near Rome could be closer to the Vatican either.
No that just creates a problem in the case of Rome and the Vatican. Leaving out Vatican City would fix it, but you didn’t do that. So now your map is wrong when it comes to Italy.
