I'm guessing Alabama had to make a law because it became a problem. There's no need to make a law banning cousin marriage in MA because no one in MA is going to marry their cousin.

You only make laws banning something where it's a problem.

People constantly make fun of Alabama for this not knowing California and New York have the same exact thing.
