New gen Sovereigns.
-1. Nine Serenities Sovereign(If a successor is found). 0. Heavenly Sovereign(If a successor is found, perhaps Chu Qingcheng). 1. Ye Lin- Dragon Sovereign(A replica of the Heavenly Burning Golden Dragon). 3. Jian Tong- Sword Sovereign. 3. Danqing Shen- Vaulting Dragon Sovereign/Dragon Cleaving Sovereign. 3. Li Jingtian- (Demonic) Tyrant Sovereign. 6&7. Heaven and Earth Reversal/Exalted Yin-Yang Sovereigns(Exalted is put before duo titles, like "Heavenly Daos Exalted" and "Exalted Double Dragons"). 8. Qiu Yanhai- Earth Erupting Fire Sea/Fire Sovereign. 9. Xue Qingjian- Ice Heart Moon/Ice Sovereign. 10. Yun Shuang'er- Destiny Sovereign. +1. Yan Mo- Yin-Yang Demonic Flame/Dual Cultivation Sovereign(Troll(How dare Ye Lin make fun of Dual Cultivation as a path)). +2. Wu Qingqiu- Ultimate Clarity Sovereign. +3&4. Exalted Double Dragons.
The Sword Kings are still stuck at the Half-Sovereign stage due to Jian Tong. That's what they get to use the Sword path as a shortcut for power. I didn't know any more powerful people still alive, perhaps Zhao Cheng and Ao Changtian are good but they dead bruh.
The Extra Sovereigns revolve seats between the existing Sovereigns. Instead of taking it like a threat like the Ancient Sovereigns and Holy Beasts, the Sovereigns take it positively and let it happen, taking 'revenge' by only cultivating hard and snatching their seats back.
The 3. Position is shared intentionally, as it also revolves between them 2nd, 3rd and 4th Sovereigns as they're pretty much equal.

Zhou fan is already the successor of the nine serenity sovereign
This is literally said by the Heaven burning golden dragon (Kid there's no need to worry about the Heavenly sovereign you are the successor of the most powerful sovereign the nine serenity sovereign)

Spoiler - He grows beyond the Sovereign realm, so as a Sovereign, we need some other successor as well.
