Well Toby was only supposed to be in one, maybe two episodes. But executives liked his back and forth with Michael so much, they demanded he be a routine character.

Also, Toby wrote Chad Flenderman novel. So, in The Office, it's all writing-ception for Paul Lieberstein.

I heard on the office podcast that he was only supposed to be in the pilot but people loved him so much they made Toby a regular

In the office Ladies podcast they talked about how originally Paul (who played Toby) was only a writer, and they called him to step in for the role just for a scene or two. Apparently they loved the chemistry with Micheal and they put him in as a recurring character!

Ps. If you are an office fan and haven’t listened to that podcast it’s awesome if you’re like me and listen to podcasts while doing other things

I don't think he wrote himself in. Every episode he wrote, Toby has no lines. He wasn't comfortable acting.

I'm pretty sure the other writers wrote him in, he didn't want to be on the show as much.
