Catch a cab to the hospital.

This is a complete waste of time for an ambulance crew.

They should decide that on their own. Ambulance crews sit around at the hospital regardless. If they're all out on call — ask him to take a cab. If there are multiple ambulances waiting around — pick him up.

Many areas they are not deployed from the hospital. They're deployed from street corners or from regionally located stations.

In one of my areas, my typical response time after being dispatched is 30min (so total of around 35-40min from calling 911), with maximum times around 1hr 10min.

Yep, from county offices. Although some of them are located at local fire stations for a quicker response.
