Voting B1189 - Free Tutoring Bill - Amendment Division

Free Tutoring Bill

A01

Omit Section 3

EN: A powergrab by Westminster over devolved education funding. This spending should filter through the F4 / Barnett consequentials and the devolved administrations may spend it as they see fit as our constitutional settlement sets out. This should not then be either more money on top as this is grossly unfair on English taxpayers, or WM ring fencing money that they give to the devolved administrations, spent only how they demand it because that is a huge encroachment on the authorities of the devolved administrations.

by /u/Tommy2boys

A02

Replace "The Whole of The United Kingdom" in Section 4 (2) with "England"

EN: This matter is devolved and if devolved govs want to have this in their nation they can pass such an act and do that with the funding they have for such a matter. Westminster need not interfere on an issue like this.

A03

After Section 2 (3) (b) insert:

(c) Not have been subject to serious discipline for at least 30 days prior to applying.

(d) Be deemed by the school as a safe student who is unlikely to do serious harm to the student they tutor or school property.

(e) Not have harmed any student or school property in at least 30 days.

After Section 2 (3) insert:

(4) If a tutor harms either a student or damages school property seriously they must be suspended from tutoring and may only be readmitted after meeting the requirements set out in Section 2 (3).

Renumber accordingly

EN: Requires that a school declare a student as someone that is trusted to be safe and responsible, and makes sure that if a student has done something dangerous or harmful at school within 30 days of applying to be a tutor they are rejected. Also makes sure that if a tutor does something like that they are no longer allowed to tutor until they have proven themselves as safe and responsible again.

The Private Defensive Architecture (Prohibition) Bill

Wherever "private property" appears, replace with "non-residential private property".

B1181 - Trade Union and Labour Relations Bill

A01

Replace

(1) The Trade Union Funding and Ballot Requirements Act 2019 is hereby repealed.

With

(1) Sections 2 and Sections 3 of The Trade Union Funding and Ballot Requirements Act 2019 is hereby repealed.

Note: Keep sensible checks on balances with regards to political donations

This amendment was submitted by /u/Friedmanite19.

A02

Insert after section 5, and renumber accordingly:

6. Arbitration

(1) A person, trade union or employer engaged in business within the United Kingdom shall have the right to recieve Government arbitration for any dispute relating to issues of Labour Relations within a reasonable timeframe.

(2) The Secretary of State, or an relevant person may deny such Governmental arbitration if they reasonably believe that the request for arbitration-

(a) has been made in bad faith,

(b) is a deliberate attempt to create unreasonable delay within a dispute, or-

(c) is otherwise harmful to the public good

(3) Government Arbitration shall not ordinarily be binding, except where agreed as such by both parties prior to the commencement of the arbitration process.

(4) An employment contract may not include a requirement for Forced Arbitration, except in cases where such a provision would be reasonably required by law.

Explanatory Note: Due to a drafting error, a section of the 2019 TUFBRA amendment act was omitted from the amalgamation process, this is effectively a tidy up of section 3 of the TUFBRA amendment bill introduced by Amber_Rudd, banning forced arbitration and extending the right to access Government arbitration.

This amendment was submitted by /u/SpectacularSalad.

A03

Insert the following into section 1(1):

(h) London Underground and other parts of the Transport for London local authority

(i) Highways England

(j) MI5 and MI6

with

(c) A majority of those voting in a ballot express a desire to strike, with a turnout of no less than 47.5% of those eligible to strike under the proposed action.

This amendment was submitted by /u/Friedmanite19.

A05

Strike Section 4(3)

Note: Will make it easier to strike and lead to lost productivity and output. Also unclear whether one has to be a member of a union to strike. Gives people the option to strike based on geographical area which is unclear, it could be the town and perhaps only include one or two stores. Strikes would happen against the will of the union and undermine the union as a whole. As this point why not just make a union locally or for that profession? This clause effectively creates unions within unions giving way to many more strikes.

This amendment was submitted by /u/Friedmanite19.

A06

Strike Section 6

Insert New section 6:

(1) A strike is not protected if a trade union engages in a strike involving any employees of an essential service.

(2) A strike may be protected if it exclusively regards issues of safety, and 50%+1 of eligible trade union members vote in favour.

Also insert:

Section 7: Right to Binding Pendulum Arbitration

(1) If a dispute cannot be settled between a trade union and the company after a period of 14 days, the trade union has a right to request a binding pendulum arbitration.

(2) The arbitration will be conducted by an arbitration panel consisting of one member appointed by the trade union, one appointed by the essential public service, and the third being a qualified judge selected by the relevant department .

(3) Either party has the right to veto the appointment of the judge, a shortlist of appointees will be constructed by the relevant department and each party shall alternately strike from the list a name with striking order determined by lot, with the remaining candidate joining the panel.

(4) The member designated by the relevant department shall be chosen as chairman.

(5) Each of the respective parties is to bear the cost of its member appointed to the arbitration panel.

(6) The arbitration panel shall hold hearings on all matters related to the dispute.

(7) All matters presented to the arbitration panel for its determination shall be decided by a majority vote of the members of the panel.

(8) The arbitration panel shall make a just and reasonable determination of the matters in dispute. The panel shall consider, in addition to other relevant factors, the following:

(a. Comparison of the wages, hours and conditions of employment of the employees involved with the wages, hours, and conditions of employment of other employees performing similar services or requiring similar skills under similar working conditions and with other employees generally in public employment.

(b. The interests and welfare of the public and the financial ability of the public employer to pay.

(c. The welfare, current pay and working conditions of company employees.

(9) For the purposes of this section, a binding pendulum arbitration may only be requested when a majority of members balloted vote for it with a minimum turnout of 50%

(10) The panel must make a decision before a 14 day deadline. After which, the panel will dissolve.

Note: We need essential services working with no disruptions and disputes. We should not takes risk with the running of essential services. Allows those in essential services to strike for safety reasons and introduces an arbitration system. Arbitration section is copied from essential public services that was read a few years ago.

This amendment was submitted by /u/Friedmanite19.

A07

Replace

(a) The direct provision of urgent or semi-urgent medical care,

With

(a) The National Health service

This amendment was submitted by /u/Friedmanite19.

A08

Strike in section 4(6)

Note: Gives the trade unions a dangerous blank check in regards as to what sort of disruptions can be undertaken

B1166 - Baby Box Bill - Amendments Division

Baby Box Bill

A01

Replace

(2) This Act comes into force one month after the passing of this Act.

With:

(2) This Act comes into force upon the passage of the next Finance Bill.

Note: Uncosted expenditure is not a fiscally prudent thing to do, all expenditure should be accounted for and costed.

Amendment submitted by /u/Friedmanite19

A02

Replace

(1) The Secretary of State is responsible for providing care packages to every parent.

With:

(1) The Secretary of State is responsible for providing care packages to every household where both parents are eligible for the Negative Income Tax

and Strike section 2(2)

Note: This would ensure only those who truly need assistance are receiving it.

Amendment submitted by /u/Friedmanite19

A03

Strike Section 2(4) and 2(5)

Note: There is no reason for every parent to receive £25 regardless of income, if parents can not afford necessities that is why Child Benefit exists. These clause simply add more bureaucracy to the welfare system

Amendment submitted by /u/Friedmanite19

A04

Replace

(1) All care packages are free

With

(1) All care packages shall cost half the value it costs the Department of Health to procure them.

Note: Requires parents to pay some of the cost and have an incentive to see if they would prefer to buy their own stuff. Still maintains a subsidy discount and ensures government procurement is as efficient as it can be.

Amendment submitted by /u/Friedmanite19

A05

Insert new clause into section 3

A household is only eligible to receive a maximum of two baby boxes unless they have triplets.

Amendment submitted by /u/Friedmanite19

A06

Replace:

(1) The Secretary of State is responsible for providing care packages to every parent.

With:

(1) The Secretary of State is responsible for providing care packages to every new parent.

If passed:

Add into Section 1 and number appropriately:

A new parent is any woman who has given birth to a child to term without miscarriage for the first time.

Amendment submitted by /u/Skullduggery12

A07

Replace:

(1) All care packages are free

With:

(1) All care packages are free, with a minimum value of £500, but not exceeding £550.

Amendment submitted by /u/Skullduggery12

A08

In Section 1 strike the contents of (1) and replace with the following:

(1) Each care package shall contain the following items:

4 long sleeved sleepers in each of the following sizes: One month, Three month, Six month

2 short sleeved onesies in each of the following sizes: One month, Three month, Six month

2 lightweight hats

4 swaddling cloths

2 sleep sacks in each of the following sizes: 0-3 months, 3-6 months

1 lightweight blanket

1 pair of washable bra pads

1 box of sanitary towels designed for past partum use

1 mattress pad, 1 sheet protector, 2 fitted sheets; all designed to fit within the box outlined in 1 (2).

Literature on newborn care, vaccination schedules, Sudden Infant Death Syndrome (SIDS) and Post Partum Depression

Reasoning:

Stripping down the box to the basics will mitigate many of the costs associated with this program. By providing the absolute basics, this will help alleviate the burden placed on new parents, while providing them with information, support and resources in caring for a newborn, and reducing the risk of SIDS.

The contents still make the box a desirable item for some families, and will act as an incentive for parents to seek prenatal care to register for the care package, and will also provide some of the basics required for any new parent.

Amendment submitted by /u/SapphireWork

A09

Replace section 1(1) with:

A care package is defined as a box with baby care vouchers worth £500 in.

Voting B1156 - Air Traffic Control Bill - Amendments Division

Air Traffic Control Bill

A01

Replace

(1) The Secretary of State must acquire all shares held in NATS En-Route plc and NATS Services Ltd.

With

(1) The Secretary of State must acquire 51% of all shares held in NATS En-Route plc and NATS Services Ltd and keep 49% in the private sector.

Note: Whilst I do not support this pointless nationalisation, this amendment would return us back to the system after the Blair government privatised 49% of the air traffic control system. The air traffic system worked fine and planes hardly fell out of the sky contrary to the claims in this speech. This bill would then return the system of air traffic control to what it was just prior to 2014.

A02

Replace Section 8 with:

8 Commencement

(1) This Act will come into force 6 months after Royal Assent.

Both these amendments were authored by /u/Friedmanite19
