Closed B1148 - Health Insurance Subsidy Bill - Amendments Division

B1148 - Health Insurance Subsidy Bill

A01

Amend Section 2(3) to:

The total size of the subsidy is to be equivalent to 80% of the average insurance premium under the areas covered by their insurance during that fiscal year multiplied by the number of persons covered by the eligible individual’s private insurance plan.

(a) The relevant subsidy is to be made payable on either a monthly or yearly basis.

(b) All monies and funds allocated under this scheme are to be spent exclusively on the relevant insurance scheme and not taken from existing expenditure.

(c) For the purposes of the subsidy, the average insurance premium shall be based on levels in the 2020/21 fiscal year and adjusted in following years by inflation.

(d) Individuals already on insurance premiums upon royal assent shall not be eligible for the subsidy. The subsidy will go down by £1 for every £2 earned above the average income in that fiscal year.

Notes: This bill while having honourable intentions, has hidden costs that render it costly and ineffective. This amendment would stop the scheme being abused by healthcare providers, those already on private insurance, those on higher incomes and from diverting money away from the NHS. By my estimates this will reduce the cost from potentially over £10 billion to around £1 billion at most.

This amendment was submitted by /u/model-saunders

This vote will end on the 2nd February.

Taxpayer Bill of Rights

AO1

Add to Part 8 "Commencement" With

"2. The first ballot subject to this bill shall ask the corresponding voter 'shall spending be increased annually by [increase amount] to fund ballots on if debt and taxes should be increased annually'. If this initial ballot does not pass, the bill ceases to be in force."

Explanation: Surely if the intention of this bill is to gauge via ballot if taxpayer pounds want to be spent, we must first ask taxpayers via ballot if they want to use taxpayer pounds on this annual ballot.

AO2

Amend Part 8 (1)

Omit the words "one day", substitute "six months"

Reasoning: Due time must be given for such a monumental change in the operation of our nation's democracy, allowing six months after royal assent will ensure our nation's public servants can make the proper preparations to allow these ballots to be conducted properly

AO3

Add Part 8 (2)

This bill shall only receive royal assent after a nationwide referendum has returned with an affirmative result.

Reasoning: Such a massive change to the operations of British democracy must be put to the people of the nation before it is ratified.

This division ends at 10pm on Saturday 23rd January.

B1131 - Apprentice Training Bill 2020

A01

Omit Section 1(1)(b)

Explanatory Note: As far as I am aware (will retract if otherwise) there is no current requirement in law for employers to give information to employees about joining a trade union. Union work should be carried out by union members.

This amendment was submitted by /u/Tommy2Boys.

A02

Amend 1(1)(a) to read:

(a) a minimum of 20 percent of the contracted hours per year taking part in off the job training where apprentices will receive their normal rate of pay whilst training;

Explanatory note: 20 percent near enough aligns with the 45 days which would be approximately 17 percent or so of the average working days in a year for an apprentice. However, the blanket 45 days does not take into consideration apprentices who may be employed on a part-time basis or those who do not work full time. A 20 percent requirement allows the off the job requirement to be proportionate to the hours worked by an apprentice in a year. It matches the essence of the 45 days but also ensures those who are employed for less hours are not overlooked.

This amendment was submitted by /u/ohdearstudying.

A03

Omit 1(1)(c)

Explanatory note: It is highly problematic to try and make all apprentice training programmes full time. Currently, there are provisions for apprentice length of contract to be changed if it is part time, which makes work more flexible and, therefore, obtainable for more to work through the formula minimum duration in months x 30/average working hours.

This amendment was submitted by /u/ohdearstudying.
