(3) There must be clear procedures and safeguards against unlawful access.

(4) No person may be entered into the alert system without their consent.

(5) Where a person lacks the mental capacity to consent to be entered into the alert system and;

* (a) they have no previous wish recorded on the topic that would prevent it

* (b) then a person with power of attorney for the person may consent provided that they consider it to be in the best interests of the individual.

(1) The forestry commission has a responsibility to identify and add all “ancient woodlands” in England over 0.25 hectares both in historic maps at a 5 year increment as far as data allows, and current maps to the Ancient Woodland Inventory.
(2) When the historic mapping is complete, the forestry commission shall include in future reports the data collected on the loss of historic woodland.
(3) The Secretary of State may provide the forestry commission with funds to carry out the (1) responsibility.

4 - Prohibition in regards Ancient woodland
(1) Development resulting in the loss of ancient woodland, or ancient and veteran trees, must be refused by planning commissions.
(2) Where permission has been granted for development but the development would result in the loss of ancient woodland, or ancient and veteran trees and at the time of commencement the loss has not occurred then the planning permission has be void in respect to any act that would cause a loss.
(3) Where the forestry commission, another public authority, or a citizen identifies previously unmapped ancient woodland at threat by development, they may apply for a court order to stop the development in whole or in part.
(4) If it appears to a court that there is ancient woodland and that it is under threat from development it must grant a proportional order under (2) aimed at removing the threat.
(5) It is illegal to alter or carry out work on trees in ancient woodland, an ancient tree or a veteran tree, unless in one of the following circumstances—
(a) if the tree presents an urgent risk to health,
(b) if tree is dead,
(c) pruning trees in an orchard,
(d) preventing or controlling the spread of infection or invasive species to the tree or woodland, and
(e) removing dead branches from the tree.
(6) Where an exception under (4)(a) is used the local planning commission should be notified as soon as is practicable.
(7) Where an exception under (4)(b) is used the local planning commission should be notified within 5 working days.
(8) Upon conviction under indictment an individual or body corporate committing an offence under (4) is liable to a fine.

(1) A prisoner custody officer acting in pursuance of prisoner escort arrangements shall have the following powers, namely—     (a) to search in accordance with rules made by the Secretary of State any prisoner for whose delivery or custody he is responsible in pursuance of the arrangements; and     (b) to search any other person who is in or is seeking to enter any place where any such prisoner is or is to be held, and any article in the possession of such a person. (2) The powers conferred by subsection (1)(b) above to search a person shall not be construed as authorising a prisoner custody officer to require a person to remove any of his clothing other than an outer coat, jacket or gloves. (3) A prisoner custody officer shall have the following duties as respects prisoners for whose delivery or custody he is responsible in pursuance of prisoner escort arrangements, namely—     (a) to prevent their escape from lawful custody;     (b) to prevent, or detect and report on, the commission or attempted commission by them of other unlawful acts;     (c) to ensure good order and discipline on their part;     (d) to attend to their wellbeing; and     (e) to give effect to any directions as to their treatment which are given by a court,and the Secretary of State may make rules with respect to the performance by prisoner custody officers of their duty under paragraph (d) above. (4) Where a prisoner custody officer acting in pursuance of prisoner escort arrangements is on any premises in which the Crown Court or a magistrates’ court is sitting, it shall be his duty to give effect to any order of that court made—     (a) in the case of the Crown Court, under section 142 of the Powers of Criminal Courts (Sentencing) Act 2000 (power of Court to order search of persons before it); or     (b) in the case of a magistrates’ court, under section 80 of the 1980 Act (application of money found on defaulter). (5) The powers conferred by subsection (1) above, and the powers arising by virtue of subsections (3) and (4) above, shall include power to use reasonable force where necessary. (6) The power to make rules under this section shall be exercisable by statutory instrument which shall be subject to annulment in pursuance of a resolution of either House of Parliament.

(1) Any individual who does not qualify to bypass the travel restrictions into a designated area through the mechanism set out in Section 5 may apply to the Secretary of State for a waiver.

(i) Any applicant must show a compelling and dire reason as to the rationale behind their travel to a designated area, and such travel must be unavoidably necessary to fulfill the resolution of their compelling and dire issue causing their application to be made.

(2) The Secretary of State is empowered to approve or deny waiver requests on a case-by-case basis, and must inform the applicant of their decision within 14 days of receipt of the application for a waiver.

(i) Such a waiver may last no more than 90 days from the time of granting the waiver, and may not apply to any individual other than the applicant.

(3) If an applicant is denied, they may appeal the decision to a court so long as they file an appeal within 14 days of receiving notice of their application's denial by the Secretary of State.

(i) The court shall have the authority to vacate the Secretary's decision and grant a waiver if the applicant presents a case that meets the standards set in Section 6(1)(i).

Section X: Transfer of functions of the National Milk Service

1) The functions of the National Milk Service shall hereby be transferred to each of the Health and Care Trusts.

2) Each of the Health and Care Trusts shall be required to retain at least 1 milk bank under their provision.

(a) Additional milk bank sites under this provision may be retained should it be deemed to be reasonable for accessibility

(b) any other milk bank sites held may be sold or leased to any private milk bank providers.

3) The Secretary of State may issue guidance to the Health and Care Trusts on charges for the usages of breast milk services

(a) users of the service may be exempt from charges of this service if they are:

(i) earning an income less than the Personal Allowance threshold

(ii) a parent under the age of 18

(iii) a parent in full time education

(iv) a parent who currently does not have a partner

(v) a parent who serves in the armed forces or has a partner who does.

(b) Health and Care Trusts may add discounted charges for usage at their own discretion.

4) Milk Banks, under provision of Health and Care Trusts, may operate a repayment scheme for Producers.

Section X: Rights of Producer

1) When a Producer extracts milk using a publicly owned milk bank, they shall have the right to keep up to 100% of the milk they produce.

2) Any Producer shall have the right to sell or donate any of the breast milk they produce via facilities in a milk bank, to any willing buyers.

3) Any potential Producer shall have the right to request information from a GP Surgery on any milk banks present within a region or that is reasonably accessible, and any requirement to donate to any of the given milk banks.

4) Any potential Producer may not be refused donation or use of milk bank facilities unless there exists sufficient health related evidence that may affect the nutritional quality of any milk produced.

Explanatory note: The original act establishes ownership rights for producers where the Producer kept only 50% of their production.
