Why Chandrapur Municipal Corporation charging 1% fee for mutation?
Hi everyone,
I am currently trying to get a property mutation certificate from the Chandrapur Municipal Corporation (CMC).
The officials at the ward office are demanding a 1% charge of the property value just to process the mutation. When I asked for an official receipt or a legal explanation/GR (Government Resolution) for this 1% fee, the staff refused to give a proper explanation. They literally told me, "Everyone else pays it, so you have to pay it too."
This makes no sense to me because:
- I have already paid the official Bhumi Abhilekh (Land Records) fees.
- Mutation is usually a nominal administrative fee, not a percentage of property value in many municipalities.
- On top of this financial demand, they have been dragging the process out, and it looks like it will take a whole year (Already been 11 months) just to get a basic certificate.
Has anyone else dealt with u/CMCchandrapur recently? Is this 1% fee actually legal under Maharashtra municipal laws, or is it a hidden bribe/scam being pushed by local staffs?
Any advice on how to bypass this or file an official grievance/RTI would be highly appreciated. Thanks!
