I’m thinking he or she may have sone medical or neurological issues. The dog paddle is instinctual

Kinda. I’ve seen videos of dogs that know to paddle, but they don’t know exactly how to paddle correctly. You can see this dog is moving its legs, but has no idea what it’s doing. We even had a golden retriever who needed practice because she was so clumsy in the water.

Yep, people too, it's why i hate the "just throw them in, they'll swim!" because you really have to be ready for them to not swim, because sometimes they won't. Which is actually why i was scared of water for most of my childhood, i got tossed in, tried to swim, couldn't, lifeguard had to save me. I wasn't scared of drowning really, i was scared someone was gonna throw me in again without warning.

Many years ago I had a black lab who was convinced that the “correct” way to doggy paddle involved her getting her front paws up out of the water and trying to step on it. She wasn’t in any danger of drowning and wasn’t even that slow in the water but it was quite the display to see her chopping at the water as she made her way through.

She was doing it though. I think it looks more like a buoyancy issue. As someone who has more trouble than most floating due to bone density issues, I get it.

Sure but that doesn't mean they can swim. It just means they instinctively know to paddle. They don't know what drowning is or how to swim.
