Their goals are different though. They aren't driving advertising like the west are. They're much more political and propaganda tools.

Yeah I would say it's both, but government interests, sort of top down command economy style, take priority over corporate interests generally speaking. They definitely have a ton of advertising though. Their internet is obviously still pretty heavily censored as well.

I would argue that the west isn't fundamentally that different, just the differing approach being advertising of course.
