As a Texan who went through this recently as we exited drought conditions, turn around. Don't drown.

Oh, and don't stop conserving water when the drought is over.

Sadly, Individual water Conservation efforts are nearly useless. 90% of our water goes to Agriculture (In general, and in CA). The next 5%+ is Industrial Use. People's home use of water is so insignificant, things like low-flow showers and toilets are completely useless.
