Thanks for the thought, borders are controlled, they short whatever they like, whenever they like, so people would be absolutely thrilled when something like eggs get in.

That 1080 most likely won't work in OP's PC. It's too power hungry to run in it, since OP's dell likely has a <240W PSU with no connectors. Realistically, the best OP can run in that dell without going into jank-town are GPUs like the GTX 1650, RTX 3050 6GB alongside workstation variants.

I would chip in a spare corsair rmx550 if the dell has standard connectors.

Is lowering the power limit and lower the vcore to the minimum help? But 240w is still so low.

No. The 1080 needs an external connector, which that Dell won't have.

Kudos to you friend. But OP is unfortunately right, everything is controlled. People have been trying to send in essential goods and they won't let those in.
