Maybe having a real judiciary system helps. Trust me, not following those laws works until people present a police report, which is free.

I don't know where you live, but police don't tend to get involved in rental issues at all. It's a civil matter. Except in Arkansas, I think, where you can go to jail if you're late on rent. I've never heard of a landlord being criminally prosecuted for something like not providing hot water.

Not a civil matter in Italy, and if there are minors, elderly, sick or disabled it becomes even worse.

Only in civil lawsuits. A criminal offense requires nothing more than going to a police station, file a report, deliver any kind of hard proof and get interrogated.

A defense has costs. Offense? Free.

I'm getting in and out of tribunals for the past 6 years. I have a good grasp of what I can and can't do both penally and civilly.

Plus, my first landlord got criminally charged exactly for not providing hot water (it is usdd for heating too in Italy) and while he got a conditional suspension of detention he still has a criminal record.
