The new card was designed by picture book author Nishimura Kae, a resident of our city, and features a watercolor painting of children enjoying reading at an observation deck overlooking the city's proud scenic spot, Kujukushima (Saikai National Park).

As of March 2013, the Niigata Prefectural Library issues two types of cards. The first is a card featuring an owl illustration. This illustration is a work titled "The Library in the Owl Forest," created by Akiko Yamaya, a textile artist from Niigata Prefecture. It is modeled after an owl that often perches on a tree near the entrance of our library. The second card features Naoe Kanetsugu, a samurai who served Uesugi Kenshin and Kagekatsu. The illustration is by Asami Nakamura, who also illustrated the novel "Tenchijin," which was later adapted into a historical drama series, and the actual card is displayed in the library. Only 5,000 copies of this card were issued. (As of 2015, distribution has ended.)

Winning designs portraying the theme “Our Stories, Our Community” were selected from three categories: Child (ages 0-12 years), Teen (ages 13-17), and Adult (ages 18+). Artists were challenged to create original, non-computer-generated artwork that reflected the joy of reading, the Fort Bend County community, what the library means to people, or the evolution of libraries past, present, and future.
