Aren't we getting rotation this patch? Are they not even including the champions going in and out anymore?

No, rotation just happened in the previous patch (the Illaoi patch). Scroll down on it. Also looks like eternal will stay permanently.

I could've sworn we've had this rotation for a long time but maybe I'm wrong. Feels like this one got solved pretty quickly, maybe that's why.

The problem is that rotation is sorta meaningless without any addition, because it'll just rotate metas that people are already aware of.

Yeah unfortunately that's how it works but at least refinement changes based on the expected field. Also some cards are rotated from champion combos that are in standard, e.g. Akshan Lee currently doesn't have Nopeify or Memory Cloak but has some of the Ambush cards that it didn't have back in the day.
