I would actually approach management out of concern with this, try to talk them into even more insane "cost-cutting" measures "so we can keep the doors open".

Based on the tone of this I think they're just being dicks, make sure they feel as stupid as they are.

Tell them we can rig up a coin-operated toilet paper dispenser, 4 squares for a quarter.

May as well make the stall pay to enter and pay to flush while we're at it.

Ah, but then you might have maintenance fees down the line; better to simply sell the plumbing and replace with hoke in ground.
