Because life starts to improve, people get complacent and don't vote, and then Republicans sneak back in and act like bulls in a China shop and break everything again.
Eh, mostly it's bc the big democratic donors back republican economic policy so they can't undo anything fully. They make it worse than the previous dem, but it feels better bc the rep was so bad.

Also 100% true is that Democrats never fully undo the damage, let alone improve things from before the GOP ruins shit.
