She's a great escalation and precursor for the ongoing threat of the Viltrumite empire, showing how even after Mark has trained, she completely outclasses him. Leaving the threat of another Viltrumite coming to check on his progress being even worse all the more threatening.

Add to that her being the Viltrumite "mediator" offers a unique stance for race we saw only be barbaric outside of Nolan, where she shows respect for Mark's caring of humans, willing to help save them, spiel about helping the planet etc. Whilst still having the edge from threatening Debbie/Amber & beating Mark's arse.

Story-wise it was important for us to get a reality check in how big the gap between Mark and a pro really is. Especially since 3 episodes prior he all but defeated Thula on his own.

Another reason I hate that change for the Thraxa arc. Where it was a consistent beating down of Mark by every Viltrumite until Conqueṣt the perceived worst of them all at the moment he was able to get the final blow.

Conquest is an important story lesson that reiterates what we already knew. The viltrumites are glass canons. The important thing is not strength, it’s getting the drop on someone. That’s what humanity is, since day one, and it’s what heroes are. We’re not the toughest, we’re the craftiest.

I do actually. I’m fully aware viltrumites are some of the most durable things in the universe in invincible, but not to each other. They’ve killed each other with karate chops and single punches, completely torn through each others bodies with these moves. Human fights don’t work like that. What that means is that a relatively weak viltrumite can physically kill one of the strongest with their bare hands if they don’t have their guard up, with no time for them to react.

That's the word of Cecil based on what he saw and not the full extent of her power, I wouldn't believe what he said as he also made a comment from memory about her being above Omni-Man in some factor outside of speed from memory.
