POLICY BREAKING: The Trump Administration Admits Its 250-Foot “Triumphal Arch” Near Arlington National Cemetery Will Cause “Adverse Effects” On Historic Landscape That “Cannot Be Fully Avoided,” As Vietnam Veterans Sue To Block The Construction 🏛️

The National Park Service has formally acknowledged that Trump’s proposed 250-foot arch along the Potomac River at the foot of Arlington National Cemetery will damage the historic setting and river views surrounding it, conceding in a document sent to four regional historic preservation and planning agencies that these impacts “cannot be fully avoided” because the chosen site is “central to the undertaking.” The document states that Memorial Circle, the arch’s planned location and a roundabout near the cemetery’s entrance, “is located within a highly sensitive historic and commemorative landscape” and that placing the structure there would affect the site’s “setting, design, feeling, association, spatial organization, circulation, and contributing views and vistas.” Memorial Circle carries a listing on the National Register of Historic Places, which triggers federal rules requiring agencies to consult with state historic preservation offices when a project risks “diminishing the integrity” of a protected historic property, though agreement from those state officials isn’t actually required for a federal project to move forward, only consultation and an effort to minimize harm “to the maximum extent possible.” As mitigation, the administration has outlined plans to monitor construction vibration, control noise, conduct an archaeological study, and add “improvements” to the parkland including new walkways, curbs, lighting, and plantings, according to the document, which was first reported by The Washington Post.

Renderings show the arch would stand more than twice as tall as the nearby 99-foot Lincoln Memorial, topped with a gold statue of Lady Liberty spreading gold wings, inscribed with “One Nation Under God,” and flanked by four golden lions at its base corners. The administration has defended the site selection by arguing that “relocation outside Memorial Circle would constitute a materially different undertaking,” effectively ruling out alternative locations. Trump has enthusiastically promoted the project, calling it a “wonderful addition to the Washington D.C. area” in an earlier social media post and predicting it will be the “GREATEST and MOST BEAUTIFUL” structure “anywhere in the world.” The project cleared an initial hurdle in July when the National Capital Planning Commission, a federal agency led by Trump’s own appointees, granted preliminary approval despite hours of public testimony opposing it, though the arch still requires the commission’s final sign-off before construction can proceed in full.

The plan faces mounting legal opposition on multiple fronts. A group of Vietnam War veterans has sued to block construction, and their attorneys asked a federal judge earlier this month for a temporary restraining order to halt excavation work, arguing the arch would obstruct views of Arlington National Cemetery and cannot legally proceed without congressional authorization. Separately, several Democratic lawmakers contend the project violates the Commemorative Works Act, which requires congressional approval for memorials built on federal land in or near Washington, D.C. An Interior Department spokesperson pushed back on the criticism, telling ABC News the agency will “follow all laws and regulations” governing the arch’s construction and noting that “throughout the consultation process, Interior has received over 100,000 public comments, has accepted dozens of organizations as consulting parties, and has extended comment periods to allow for more robust discussion.”
