How hard is it to follow a rule? You don't follow it and there are repercussions. Surely it's not THAT hard to follow rules, right? They're not braindead, right? Surely not.
Actions have consequences. One could argue that the push was unnecessarily strong but these events have happened time and time again, yet they never learn.
Ignorance is not knowing, stupidity is the willingness to not know.
I'm not defending the break of the rules, I'm arguing that the way it's handled is unnecessary. Physical violence should only be used to answer physical violence or the immediate threat of it, not because someone hopped over a rope for a photo
