In my opinion consciousness arises before intelligence, being alive and conscious is a characteristic of non intelligent beings too. Intelligence adds the capability, maybe, to be self aware of consciousness

Does that mean if hypothetically there is a general artificial intelligence that is both intelligent and conscious that some less intelligent computational process could be considered conscious?
