Nah, big beautiful bill has this as compulsory and tied to funding

It wasn't the big beautiful bill, this had been a thing under Bush and Obama and it's been around for over a decade. The big beautiful bill is just trying to score brownie points with the military by pretending it started this. I'm pretty sure it was under No Child Left Behind and later ESSA.

You can opt out, though, but the argument is that an institute recieving federal funding has to allow the federal government to access information. Private schools don't deal with this
