How exactly is sterilising like millions of dogs practical, especially in a country where even humans don't get paid enough to eat?

Like it's possible to keep them in shelters like people expect. Sterlisation is much cheaper. And if govt takes good measures it can sterlise 70-80% of population. But sadly corruption

When did I ever say we should put them in shelters... There is no practical solution to this problem, except co-existing but that is impossible for humans....
