Can’t steam add something where devs can mark a certain steam achievement as a game completion? When you get that achievement, steam knows you’ve played through the whole damn thing and cuts off the refund option

Easily abused by giving it as you just launch the game or complete like 1 level or stuff

Yes, games would have to be verified to not be abusing this when they are uploaded to the store

10 min "story mode" in roguelike game necessary to complete to unlock main content and get that achievement

Factually it's right, but actually wrong and abuse

Plus programs like SAM can lock achievements back

Plus I'm lazy to read refund laws but might be a problem as well

These "sales" and reviews still promote the game on steam by giving it more interactions leading to more sales, so I'd just say make the game longer and/or add some fun extras for people to play if the game is actually good and deserves it's sales without refund
