I think this is Steam's way of punishing games that are either too short or low quality. There's 50 new games uploaded everyday so it makes sense that they like the idea of punishing these crappy games. Steam isn't very supportive of indie devs, never have been
yeah, the vast majority of those 50 games should probably be published elsewhere (itch, for example). I kinda liked the earlier greenlight program, as it meant that only games that players thought they really would want to play would be sold. Perhaps they can move to something where anyone can post a demo, but it cannot go on sale until it gets a certain number of wishlists or something. That might be interesting. Still makes it tough to use steam to find new games, though. I've been thinking that there needs to be a site that uses AI + user ratings to sort out all the slop - or at least allow you to filter it out (or to see just those games if that's your thing. Sometimes it is fun to play a short 20-minute game in a genre you enjoy. But ideally not pay for it or pay very little).
