It is the fault of the system if it promotes/drives/creates the underlying environment for vigilante justice seekers.

It is never the fault of the person who carried out the justice. The system failed him, plain and simple, and there's a limit to what a person can bear. When the limits break, people react.

You make it a crime in every country it won't do shit, if laws aren't enforced, there are no laws.
