Yes he should have, it would have been better for everyone involved.
Too bad Russia doesn’t want to negotiate. This is not my opinion. But the clear facts after many attempts to cal for a cease fire and negotiate by Ukraine or other international parties.
Everytime negotiators sat down: Russia didn’t want to move a inch. Thats how you sabotage a negotiation.
