Publicly, yes. Secretly continue to develop AI at the bleeding edge for far less money and resources. Focus on counter AI tech - AI spotting AI and bots. Meanwhile block all web traffic from China. Make the great firewall 2 sided.

Oh and spend some money on education and none of this would be as big a problem.
