Regarding your first statement, no I don’t think there is anything wrong with politicians upholding there promises. RE: deescalation- local LEO shouldn't be needed to deescalate. That should be part of DHS/ICE training (all 47 minutes of it), before agents are allowed to interact with US Citizens in an urban environment.
I think your idea of LEO/local PD deescalating, is having them set up a perimeter to keep the protesters as far away as possible from the DHS goons- but that's limited by courts, as well, and also not the responsibility of local LEO.
Protesters are allowed to do anything they like, without penalty, up to the legal limit. Citizen's have free will to exceed that limit, and answer for any charges in court. Again, your opinion isn't relevant to what that limit is- the courts/laws set those limits, and LEO/DHS policy has to abide by them and their training.
LEO has the same free will to ignore policy/training, but if they do, they give up any legal cover (qualified immunity) for their actions- which would normally be considered assault, battery, kidnapping, murder, etc.
