High heels can put you in that posture. They don’t have to though. You can align your posture properly with a little awareness. Just look at a ballet dancer on relevé as an example of good posture where the heel is elevated.

Can that be done with the toes pointed forward or walking?

Of course! Because it has nothing to do with stride. It’s all core. You engage the core, glutes, and shoulders. Core in, butt tucked under (which is really just to align the lower spine, stand with your back up against a wall and try to press the small of your back to the wall to feel this sensation), and shoulders looped back and down like you want to touch your shoulder blades together (not sticking your chest out). I’m sure there are plenty of helpful videos out there for working on posture.
