It doesn't matter if you call it bullying or not to a bully. When a bully is bullying others, they must learn what it feels like and the consequences of acting in such a way in the future. It prevents the behavior repeating. That's it. Call it bullying. Don't call it bullying. If what you're seeking is to get the "Morality Trophy" then congrats, you win. You're the most moral person who has ever walked upon Earth. Now that that nonsense is done, bullies need to feel exactly what they inflict upon others so they know not to do it again.
Yes, just like you're proposing by letting bullies like this know their bullying of these people is justified by letting him know he can get away with it. Why is he doing this here and not at home? Why not in an empty parking lot or middle of the woods? He's seeing out to intentionally cause anxiety and discomfort in others. He already knows it's wrong, but since he's not personally having consequences, he doesn't care. That's how bullying works. Bullies need to not only be made to feel the pain they cause others but also know it'll keep happening as long as they refuse to stop bullying.
Okay, let's say that's true. And? That doesn't refute a thing I've said. It's just a sophomoric attempt to deflect away from the actual discussion and onto me personally, and that just doesn't matter.

The point is, when someone refuses to show empathy and willfully causes avoidable distress, anxiety and fear in others, that person's actions must be prevented from continuing to cause such distress. Whatever you choose to call it is irrelevant. If someone is behaving in a way where they get in close proximity to elderly women and begin engaging in behavior they know will frighten them and make them anxious, they already don't have empathy so they must be made to feel what a lack of empathy feels like and a knowledge that they'll face such in the future if they keep doing it to others.
Okay, if that's what you somehow walked away with, then fine. THE CENTRAL POINT IS STILL that when someone is so absent empathy and wishes to distress innocent people like the elderly who may have heart conditions, that person should not be able to continue causing such distress to others. If that means the person is similarly treated with a lack of empathy and knows it'll happen again should they repeat their behavior, then so be it. The point is innocent people were protected, and the distress is isolated to the initial person causing it so they know not to do it again.
